Confirming you read a policy is not the same as building the infrastructure to honour it. For most 4-15 partner firms in Ontario, those two things are not the same, and the distance between them is measurable in dollars and liability exposure.

Sixty-five percent cited unclear ownership and difficulty inventorying their existing AI systems as the primary barriers to acting on that priority.
That three-way split — stated priority, absent infrastructure, ownership confusion — maps precisely onto where boutique professional services firms sit in 2026: tools running, accountability structure absent, nobody with a clear mandate to close the gap.
Why the Second Wave Is Different
The first wave of AI adoption in Canadian law was a procurement decision.
